If you're going to do that, why say it in the context of talking about human dictatorships? Like you want to make more controllable humans like a Huxley dystopia? Total turn off for the average Joe.

You could easily get buy-in from a large swath of humanity by telling them that if you take X product it will, on average, make your kid Y points higher on the IQ scale, or alternately, choose several attributes that people are going to select mates for (height, strength, constitution, etc.).

In ten year's time, you'd have tons of people saying "we chose the X injection for Mary when we decided to have kids. We are more likely to have a kid with a high verbal IQ.
