It has been legitimately debunked.
The website itself explained for a time what the population predictions were based on. It had to do with mass migration due to economic factors that have since not come to pass nor seem likely to.
The link to https://www.deagel.com/forecast goes only to the main page with no such forecast or disclaimer. There are archives of it, however.

No, but I don't think that website has sufficiently argued their case. They are free to show us what they are basing it on at any time.
