Ability to lie and drivel fluently is no way could be a sign of any intelligence.
In Russian we have an obscene word "pizdabol" to describe such person. It is something like "fucking bullshitte/liar", it is could be hard to tell for shure, but that word seem to be made from words "pizda"(cunt) and "bol" - root of the word "boltat'" (gabble). Literally - a person who gabble using cunt.
Western politicians do exactly the same during their election campaign or when they want to cover some shit or distract attention from something important. Every time, in other words. And it seems that they have exactly same "script writers" as Putin.
Putin is no different from any NWO elite politician at all.
May be you don't know, but in Russia, MSM and government periodically do a staged show named "People ask questions to Putin". All inquirers a thoroughly selected and ask only "correct" questions nobody really care about. Once, something goes wrong and one woman somehow bypassed all cordons and ask something very unpleasant (IIRC something like "how do you think, is it possible to live on 10000RUR(~$150)/month salary?"). You had to see how miserable that pizdabol looked like, being unable to tell anything sensible. Hardly he even know how much that 10000RUR and what you could buy on them in Russia.

I would argue he's an order of magnitude better at 'pizdabol'. Haven't watched all world leaders speak, but major western countries have embarrassingly idiotic leaders. Then there's senile Biden, making us #1 again... I'm just talking about the public persona, not necessarily the policies and procedures attributed to them.

Not a word to say in polite company, eh? No Russians in my life, so no worries about that. I have spent a few thousand hours watching a number of English speaking youtubers, and exploring all over Russia on google street view. "Driving" along streets in random towns and villages on streetview is almost as instructive for the average life of Russians as you see with the various youtubers.
