For historical comparison, allow me to refer you to The Enabling Act of 1933, passed just a couple of months after the Reichstag Fire.

I really, really suggest you actually go to that link read the full text of the Enabling Act and compare it to what Canada's DoJ has to say about their modern counterpart in summary descriptive form: Canada’s Emergencies Act

Say what you will about the Nazis, but I think it's undeniable that they were way, way, way more upfront about what they were doing than the New Totalitarians.
