If USA loose a war, Russian Federation will have to somehow settle an occupation government over all USA to do what you describe. But the problem is that RF does not have any noticeable amount of bureaucrats with English knowledge to do that. It is just impossible to do. So, RF will have to establish some kind of marionette USA government, like USSR did in Eastern Europe. But who could form that government in USA? Obviously, that would be the same persons who are in power now. To stay in power, they will obey and give any oaths to the conquerer. Since RF is under NWO, this would be the occupational government made from local elite under control of NWO. But how it is different from the current state of affairs?
The same is if USA will occupy RF. USA does not have any resources to establish own occupational government from USA bureaucrats, so there will be exactly same situation.
War between any modern large country is completely sensless. Will it be USA vs RF, RF vs China, China vs USA, etc. Winner will not be able to utilise a victory (really , even Estearn Europe was a huge money pit for USSR to keep it running, not like oldstyle colonies for empires), and for NWO there will be no any difference, all that "geopolitical enemies" are already under full control of NWO now.
Also, I doubt that there will be enough people to stand for their government, so even losses on both sides will not be good enough for NWO depopulation agenda. Moreover, people could rebel during war, when governments forces will be weakened by battles to get rid of their current NWO occupational government, prior to establishing winners NWO occupational government.
Nowdays for big players, it is possible only to conquer some small country, and it hardly will be anyhow profitable.
