That interesting edge of 1960s-1970s was full of strange things in US/USSR relations. Forgot all that MSM and political bullshit. USSR began to sell oil to US, US sell wheat to USSR, USSR and US completely cut own Lunar prorgams, USSR cut all alternative computer architectures (very promising, like trigital ones) and switched to cloning IBM mainframes, US dropped manned Venus fly-by program simultaneously with USSR dropped manned Mars expedition plans. All that Souyz-Apollo things and quick collapsing to single manned LEO station thing.
There also was a strange thing with Moon soil. USSR brought back a 100 gram of Moon soil, divided it into 10 gram parts and send them to most valuable world science centers, including US ones. From 400kg of lunar rocks brought by Apollo program science centers got some miserable samples, in no case comparable with huge declared amount. But somehow that was completely OK for the USSR.
So, US and USSR definitely had some kind of agreement on all that space stuff and in Moon exploration too. There was no single doubt in USSR about Apollo program along the whole history. In USSR, Apollo program was not praised as in US, for obvious reasons, but all the narrative was absolutely the same and government did not censor it or question it at all.
There are still a lot of very strange "coincidences" and "similarities" in all that space stuff.
Do you remember, when old, but fully functional USSR Mir station was intentionally destroyed without any reason as soon as ISS began to function? And even extremely greedy Russuan state employes rejected to sell it for enormous money for some billionare. It's as impossible as shark become a vegan. Somehow humans are not allowed to have a multiple habitable stations in orbit.
But there are no any doubts that humanity had all technologies, resources and abilities not only to have multiple huge space stations around Earth and establish a permanent base on the Moon, but also do a manned missions to other celestial bodies. For a long time. Really, it looks like something powerful artificially slow down space exploration, not making hoaxes to show humanity more advaced than it is.
It does not matter, was Moon landing a hoax or not. There is a much more interesting question why we are still swarm at this miserable LEO and not expanded to the space much further.
