His mistake is thinking that party control flipping one of the houses of Congress, or even the presidency, change much of anything in the various bureaus of the administrative state (like Fauci, who was a feature since the 1980s) which keeps trucking onward.
I remember horror stories from the press during the W. Bush years where they portrayed Cheney as some horror person for personally calling lower level bureaucrats to move some shit along.
