I think they're going for the plausible deniability. Sure they put a deadly poison in test kits, but if you followed the directions exactly it's fine. Sure they pushed hard to control dosage fentanyl instead of heroin, but if you weren't an addict it wouldn't be a problem. Sure they called mRNA a vax, but it was just a EUA. They're making everything more dangerous, and it's intentional, but they'll say it was an accident if they get caught.
