He specifically mentions the bot accounts. So they are using AI to ban BOT accounts. Not saying this will be perfect, they won't be able to get all the bot accounts, and they may accidentally ban non-bot accounts thinking they are bots. But the enemies in this info war are using bots and forum-sliding paired with narratives and bait like "huwhite supremacy" and other goofy things to annihilate open discussion and debate.
That said, I think Bannon needs to be more careful and not lend credence to the concept of hate speech, because it doesn't exist really. Yea obviously people speak with hate all the time. But "Hate Speech TM" doesn't exist, it's just speech that whoever has the biggest boot or gun declares is hate speech. Which historically is usually the guy that wants to have the biggest boot or gun, and doesn't necessarily desire open discussion or free thought.
