This is pedophilia. I think there is a conspiracy to have online shills conflate pedophilia with sexual activity involving post-pubescent minors because so many high-level people engage in actual pedophilia and they want to dilute the impact news of it has on the general public.
They want people to remember the unsubstantiated rumors they've read online. They want people to think it's just messing around with jailbait. It's not. My heart breaks for this poor girl.

Exactly this! Those two colleagues just wiggled their way into each other's photograph and are sharing a big laugh like, "LOL, how did we get here together!"
But on a more serious note, photos are often used to form false narratives to uninformed people. North Korea might use photos of Donald Trump with Kim Jong-un and weave a story about Trump meeting with him because he respects Kim as a leader. I agree that the photo here with Cuomo is not what this is about, and could unfairly incriminate Cuomo to some people.
An important correction to this story is that, according to the federal indictment, the girl who was flown in with her mother was 9-years-old, not 13.
