Looks like she got a hot one. Not all the lots of shots seem to cause the side effects. This allows for plausibly of safety. If 90% of folks got serious side effects this would be over already. But while most people believe it to be safe (they are probably getting saline which explains why everyone still gets it) the can toss in a kill shot batch every now and then.
As they phase in the planned 8 shot schedule, they probably have a plan for stepping in of the deadly version, a slightly less deadly one (injury) and saline (no effect).
