OK I see some common ground there with your last statement. My point was that it would be a whole lot easier to provide water/antidotes/another workaround to a few hundred thousand or million people than it would be to give a Trojan horse vaccine to billions. Especially knowing a not insignificant portion of the population would fight them tooth and nail over it.
