The reason for "do not take vax" resistance is very simple.
In the last episode of Angel series (Buffy spinoff) named "Not Fade Away", protagonists of series united to kill all Minor Partners (top daemons, wizards, politicians and other top-level scum) that obey to Senior Partners (some evil entities that resides in another dimension and orchestrate evil things going on Earth through a network of attorney in law agencies) to show Senior Partners for a single second, that we will not comply, and force them to reveal themselves here
The same is here. Do not comply to force TPTB to reveal their real faces. May be it will not work, but why not try it?

PS: Angel series is definitely worth going over again. There are a lot of things that could have huge sense in modern situation. Just remember the scene when Wolfram & Hart attorney in law firm employees do some dirty rituals, sacrifice goats, do other occult shit before the annual report to Senior Partners. Looks more like documentary, not some fantasy vampire story. :) There are even The Powers That Be who initially looks as good guys, but eventually revealed that they are same sort as Senior Partners and don't care about people at all, playing their games.
And if they had to kill you they do not need to vax the whole population. They know the most effective way to wipe out large swathes of the population is Starvation and extrajudicial mass murder and all events prove them to be inducing such using off guard tactics.
Yeah i don't think their intention is to kill anyone with the Vax but vocalizing that opinion is a bannable offense here in "5g magnet chipped aluminum creatures graphene razorblade vax" country.
