The true damage dealt is actually total, temporary (a decade I meant) control leading to society completely and irreparably damaged. You can gun them down at the point where they start starving people but I doubt it would matter anyways if people are really starving.
its already to the point where somebody can get beaten up, or raped, or shanked and 20 people would be standing around doing NOTHING to help the person. THATS where we are now. we're done. it's just going to be a slow downfall
