How much should you spray? How much should you put on food? What type of food? Maybe some people eat more bread than others? A Vaccine with delayed effects is the best and most practical large scale murder method.
And....The masses have given their consent!! If the ones who pushed this believe in some sort of Karma, they can absolve themselves of any guilt, after all, the masses were gullible to take it voluntarily.
All that said, we cannot take it for granted, what percentage is a kill shot or if it will kill large swathes of the population or not.
I suspect, that it is possible that some who got it could survive without any severe measures. (even if they got a full dose)
It's not an easy thing to poison someone to die after a specific time, if you give a big enough dose it will kill people instantly, a small one could have no effect, people have different body volumes and different blood circulations, someone who is obese and sedentary might require a bigger dose, a small sized person will need a smaller one. Hence all the "boosters".
Additionally, we might take into consideration, that some of these "blades" could stay in some fat tissue or not move as much as in some other person, or it might be discharged, ruining a part of the kidneys as well, but it might go out eventually.

Some people have water filters, others drink bottled, some drink more than others, additionally you would have to do all regions of the world simultaneously, also it's not easy to determine when to keep adding poisons and when to stop, etc.. Different batches of "vaccines" do not need any involvement of medical care personnel, they just receive the batch and inject it, they do not know what they got. In many places of the world you take an appointment and they tell you where to take your poison (different centers can have different batches), it also depends on the location of the distribution. Of course when they wanted to get more numbers they discarded the appointment system, and could only control by location. It's not perfect but better than nothing.
People are highly specialized in their work, they do not really need to know much, and they are easily suspect to bribe and to obeying orders, never count on any "leaks".
