Same with Russia collusion (blame Trump, send Hunter to do it) election interference (blame Trump, use mail votes)...
They are being used to send a message. They know if those people had actually intended an insurrection, they couldn't have stopped it. In more openly oppressive regimes, they'd be hung from the palace walls for the crows to pick at.
