The framerate of the "video" is unfortunate and makes it difficult to see if the clouds are moving. You need to remember that the diameter of the earth is huge, almost 8000 miles... and normal wind speeds are not very fast, only about 40 MPH. So over the course of the 3-hour time lapse, clouds moved only 120 miles, about 1.5% of the distance across the image you're seeing.
