IDK about China, but for Russia it is absolutely impossible to somehow want to harm a dollar. Because all wealth of Russian top bureaucrats, military and officials which was stolen from people of Russia is stored abroad mostly in USD and less part in EUR.

It could be an opposite - to save their dollars from inflation due to $1T print they take out that $5B from economy and put them on the hold in reserve using state budget.

Russia have a fairly simple and 100% working solution if it want to do some harm for foreing currencies. It just need to sell resources abroad only for roubles or gold, and that's all. But WMF strictly prohibited to do that ever for Russian authorities, along that, Russian authorities like their dollars on personal accounts a lot.
