When I looked up the Khmer Rouge one day, I found out whatever they had in place were ominously similar to what we did to "flatten the curve".

Gathering with more than 2 people will result in "sedition" charges that lead to execution.
Traveling is limited to in-between communes and traveling to the Thailand border will obviously get you killed.

Though I do agree that a "final solution" situation is almost inevitable. I just think that those measures won't be quite as cut and dry as "everyone stay at home forever regardless!" They've pushed this divide over the shot too hard not to take advantage of that division when the final ball drops.
They will not tell you forever, of course.
They will tell you it's for one month. But they will keep extending it until people get their guts straight and tell them to fuck off. And even then the flip-overs could be controlled by Red State Conservatives (The ideal society of an Alt-Right/Trumper right now can be easily seen in the current CCP), which I won't trust more or less than a Liberal telling me that we should all go back to Weimar.
Again not disagreeing at all, cuz I've prepped for this exact type of scenario, but in my opinion the advent of technology has pushed us beyond those particular draconian measures. They can now instill the same variety of control measures without having to lock down a chunk of society (if they comply) It seems that allowing the compliant to maintain a sense of "normalcy" would allow those in power to further their radical agenda even more. While locking EVERYONE down would cut their timetable shorter than necessary.
While I think the foundation of your argument is quite viable, I think that technology has created a space for them to "allow" more hollow freedoms so as to extend their timetable of control.
However, remember the goal is not Orwellian level control, the goal is to damage people as much as they could through short-term destructive control.
All crises eventually come to an end. But the damage they cause will never be recovered as long as human civilization exists. Do you know why the Dark Ages and the French Revolution were so fascinating as a part of Rosicrucian/Jesuit/Illuminati history? Because the damage they done persists until now.
Therefore, locking EVERYONE down for a decade is just about enough, because you can actually control the opposition to overturn it through Fox News/Red State conservatives while shrugging off most genocidal charges until the end of the century. Also remember they believe in equal evil -- NOBODY stands a chance in the purging phase of any Communist Regime. Stalin loyalists are purged by the people they admire, and so are loyal Maoists.
I still see there being a little bit more of the "the compliant can go see movies and party at festivals" etc, in the midst of it. They need a certain faction to maintain compliance to even follow through with another full lockdown. They need people who feel special for listening to their instructions. Not that those people will get much more freedom, but just a little freedom, as a treat. That will allow those in control to have an army of compliant people assisting them in shutting out the non compliant.
They are using this spring in and spring out policies now -- but I am not surprising that they won't and close the gaps completely as soon as next year.
If you follow history context, they will descalate for a bit to get you off guard before the actual exterminations begin. The 10 year period of "Weimar Blues" (Uneasy peace with hedonism society), the first 4 or so years of Nazi Germany (economy increases effectively through supervision from Hitler) and the first year of Khmer Rouge (where you're allowed to eat with family) were such examples.
Mmkay. Well I'm near as prepped as I can be for such an event, as I think it's going bad for us unshot folks either way. But if this future does come to pass then good on ya for being diligent in making folks aware, and perhaps subsequently prepared.

Why not? 98% of governments will comply. It's not hard to enforce when the whole population has been conquered by fear.
