It may be a covert way to alternatively put substances into the person. Further, by causing bleeding it opens the person to invasion by airborne droplets.
There is absolutely no defendable reason to use hard abrasive fibers that can easily break off into tissues. This is exactly the same as handling fiberglas insulation with bare hands - that would be intolerable in industry and it is completely criminal to use it in medicine on delicate tissues.
This has got to be part of a plan to harm unvaxed people.

Hypothetically, if the substance were as bad as asbestos, the damage could take years to show up.
