I think the point is to open a path to vaccine mandates. You must take a vaccine, not THE vaccine, so most normies will take one of the EUA vaccines rather than fight it or insist on the Pfizer vaccine. They honestly don't care which one you take as long as you take one. They can open vaccine mandates legally now from one vaccine approval and give you the option to take something else and most people will take something else after hearing bad news about the Pfizer vaccine which was spread throughout social media.
The way it's written allows them to keep the status quo, so normies who didn't wake up are still asleep. The globalists took more steps toward normalization. They won't do this all in a day because that will jolt everyone and wake up some normies. As far as normies are concerned, there's one thing that the FDA said is safer than the other safe things.
