A human survival instinct is more complex then a dogs. Humans have developed to take direction from other people for their survival, for example: "Don't eat the purple berries they are poison" or "Take the vax to protect you, or you will die."
Humans have it programmed in them to trust what other people are saying when it comes to the common public health as it is instinctually wrong for people to want to harm a large number of people, as it would end up harming themselves. If one cave man told the whole tribe to eat the poison purple berries, they would all get sick or die so at the instinctual level it does not make sense for someone to recommend something that is bad for everyone. What would become of the cave man who told all the others to eat the poison berries? If any people survived they would curse him, and he would be left without his tribe.
Because dogs did not evolve the complex method of communication including language that humans have, they have to rely on signals like what we would call "body language." If another dog in the pack falls over after eating something the dog can figure out what will happen to them if they eat the same thing, with no language needed.
Brainwashing is a science that uses human psychology. It has also not been attempted on the mass worldwide scale like we have seen with COVID ever before. The powers that be know a lot about human psychology to pull this off on so many people, but they still do not know everything about how millions of people will react when they are all brainwashed like this all at once on mass.
