Energy. Any chip needs electric energy to function. More complex things need more energy. However, there are no any energy sources that could provide enough energy to any complicated circuit and small enough to fit in desired dimensions. So, to make that plan work, TPTB have to invent/disclose some autonomous power source with energy density, reliability, sustainability and output power many orders of magnitude higher than everything we have now and at a very low cost.
Means of communication. Human body is a good shield for radio frequencies. To establish communication from inside human body, or to receive the remnants of signal from outside weakened by human body shield, chips needs huge amount of energy. So, we are back to the first problem.
So there pop up a dangerous situation for TPTB. If they really try to implement that kind of population control, they inevitable not only gave out a means to avoid that control but even provide a powerful tool to fight them. :)
I think that this is more psychological and marketing talk, just to convince population that they so powerful, that they could and will do it, and seed a suspicion that they are already doing it. Just some disinformation to weaken a will of herd and distract them from real things. While herd will search for chips in themselves it is easy to direct them to desired path.
The question shoud not be "do they want to chip us?", but "do they really have sufficient energy source to make that shit real?" and "how to replicate this thing in larger scale to get energy independence?". You know, that if you have enough energy, it is not only about "not paying to big electric company", if you have enough energy you could create absolutely anything you need and want and become really independent from them. And strike back too.
