Locking down the city to all non essential travel? Shut down tourism? All due to 73 cases per million? Sounds like they may be dealing with some rebellion/protest problems and using covid as a smoke screen.

I doubt there is any rebellion, the Chinese are quite docile. They are just suffering from an endless cycle of lockdowns like the rest of us.
