I didn't understand that part either. I'm aware that browser fingerprinting is a thing (if indeed it's what's OP meant here), but if you're already using a VPN, why not just cover that base as well?
I have some experience in the industry and it’s true that fingerprinting is possible using these technologies. The narrative here to me this seems plausible though would seem indicate quite an active interest in their part to unmask. What would motivate them to spend the money to build this?

How does captcha let them identify your ip? It still goes through the VPN
