I would not assume that the hospitalizations were from other ailments. It is plausible that these were acute cases requiring hospitalization and testing done after admission confirmed they were likely due to COVID-19.

It seems reasonable to me that a person sick enough from COVID-19 to require hospitalization would receive the test there as well.

Perhaps, but I don't think that being tested for it in a hospital proves it.
Also consider that people being hospitalized for other ailments who contracted COVID-19 during their stay would add to this number.
