The government doesn't want to look extra stupid when there is a leftover stockpile of vaccines it bought that no one wanted. Happens every time a vaccine is pushed.
This basically guarantees they will take it because the government wastes a lot of money on the military. Basic supplies alone can be marked up 10x. Then they say it costs $100/hr to train these guys and they're instantly liable for tens of thousands of dollars. I doubt they have anything remotely like that for the average citizen of Latvia.

I'd say sue for Nuremberg code violations but these government lapdogs probably gave up most of their rights when they signed up.
