This basically guarantees they will take it because the government wastes a lot of money on the military. Basic supplies alone can be marked up 10x. Then they say it costs $100/hr to train these guys and they're instantly liable for tens of thousands of dollars. I doubt they have anything remotely like that for the average citizen of Latvia.
