This is interesting. I think they are going for an incomplete rollout so that the people without access get clobbered by a deadly variant manufactured inside the body of one of those who got the shot. To do this they need a rather large number of people at actually take the shot so they can act as carriers. The tourists alone won't be enough to infect the large numbers they intend to kill off.

EDIT: I think this is why the "relief" packages are one-off shipments. To ensure most don't get it.
