The thing that people always get wrong when they make predictions like this, is that they forget how much power the 50 states have, and how varied in governance they are. Basically, the only thing keeping America from being like San Fran RIGHT NOW is that other states won't stand for it.
America might break up into multiple countries, but South Africa or Brazil don't have strong states like Texas or all white states like Vermont, where things are going to be not so bad. Detroit burns, Portland burns, blacks riot and loot in Chicago, and downstate IL shrugs and people in Maine go "sucks, glad I don't live there."
