Cops like to use selective enforcement to benefit them. More criminals = more calls = more money. Within those crimes where they respond, there are even more ways for them to make money. The cartels are also known to send their guys as homeless and have them be their contacts. Since they are pretending to be homeless, they know where to pull the most benefits. We end up paying the cartels to be here and establish their network.
