IMO JB Ramsey got the attention she did because her death was powerful blackmail over someone high up. Basically "now you do as we say or the world finds out what YOU did to her."
She got the attention, because the only person that could sue the tabloids, also happened to be suspects that couldn't allow attention to be drawn to them.
They exploited her death for decades, because they are awful people, who only cared about money.
