As a reasonable extrapolation then, its fair to surmise that the outside groups have failed in their diplomacy to tweak, alter, revise, or question, the perpetrating groups objectives. The perpetrators are past negotiation, clearly, even to other aliens. And with plenty of time and resources at the outside aliens disposal, not a one of them has succeeded, not a one of them works with us, has gone rogue and given us information, an impossible task, surely.
