Headline doesn't actually match bill text. Here is the bill text (it allows cremation via chemicals): https://docs.legis.wisconsin.gov/2021/related/proposals/sb228

As far as disposal it does allow "Disposing of the remains in any other lawful manner that does not harm the environment, but only if the remains are reduced to a particle size of one-eighth inch or less." One could construe that to using it as food fertilizer, and I suppose nothing would stop people from doing that. But the title is really stretching it.
