Really it can be only one or more of these three: China, Russia, Israel, or the elite through an intermediary. My money is on China. But it isn't inconceivable that Israel both takes billions from the US and also covertly attacks it to alter its influence in some countries. The irony of DEW (Directed Energy Weapons) in mainstream media is seemingly acceptable to the public.
Mention microwaves as a method in DEWs, no one thinks twice.
