No Palestinians don't have any claim outside of certain historical sites to that land. And those sites weren't even built by Palestinians. Palestinians were always ruled and governed by non Palestinians. So factually Palestinians have no claim outside of the territories benefacted to them. Israel however was a nation at other historical points before it became a Roman province. Much later the Ottomans governed a province known as Palestine and it was huge, much much bigger than Israel is today. It was reformed into surrounding countries when the Ottoman Empire was defeated. It was then granted to Israel after WW2.
