They don't want to keep the "rebels" around. They are being smart and long-gaming them. After they are done with the norms, there will be nowhere to hide for the "rebels" that didn't see this coming.

Think of the experience they have from Iraq and Afghanistan in targeting rebels. That experience will be applied domestically.
