The Capitol cop has already been identified several months ago. It's a black guy that IIRC is a legal immigrant and has a history of complaints and I think had a few other shootings under his belt. He was identified by the distinct bracelet he's wearing at the time of the shooting. I'll have to look for the web page I saw it on.

Using it as extra-punishment is BS, but more often than not, it keeps people ALIVE. I'm sure the prisons are just full of Trump supporters waiting to shake their hands and congratulate them on a job well done and not a bunch of BLM felons waiting to smash their heads against a wall and make some joke about red hats.
I'm not talking about rioters. You don't think convicts in prison have joined on in the intervening time? Or that people who are BLM have not gotten arrested for other crimes? If the rest of the world is on the verge of civil war, genpop is not the place any cops or Trump supporters should be.

The precedent for this was set with Guantanamo Bay but no one cared then when people said it will be used against Americans one day.
