My expectation here is that the next step for this group is anger. As they get angry, the media blames it on "anti-vaxers" and "Qanons" who didn't get the vax which meant we don't hit herd immunity.
In a state of personal contention & anger about their own action, they will seek to "right" the situation by placing blame elsewhere. As the government starts doing unusually nice things to people with vaccines, such as providing a standard base income to everyone, this will ultimately lead to an attitude of "there is literally no reason for conspiracy theorists to reject the vaccine" - which will then open the door for them to introduce the "reeducation camps".
At the camps, people will be forced to provide consent to get the tests/vaccine or they will "held indefinitely" which really means that they will be killed while the people outside don't know any better.
I think that this is intentional.
