Germany, due to the influx of the catholic church, jews, western european and eastern european ideas will always be the sprouting point of this stuff, and Switzerland the home of those who want it released. Hitler had the right idea.
It wasn’t necessarily the Germans. Berlin became under communist Soviet rule during the majority of that time period. Soviets would be more likely to run a program like that in Germany than the Union.
