The bump in 92 was most likely due to Perot bringing in more voters.

Just a historical fact, many of the new versions of the voting machines were purchased after the Help America Vote Act. You see, after the Dems lost in 2000, they thought they had been robbed (they weren't). You remember punch cards and hanging chads? Elections were very localized and very isolated and the numbers got aggregated in such a way that 2020 levels of fraud were impossible back in 2000.

Still, in a bi-partisan effort to try to make elections seem fair, a shit ton of federal money went out into elections related expenses, with these internet connected machine the result of both technology and federally incentivized legislation.
