I know there is something up there that has a profile that looks like the ISS, or at least similar to it-- as you said, you can see it with a telescope. But that doesn't mean there are people who go back and forth to it, or live on it for months at a time.
I've seen numerous examples of ISS footage that is clearly faked-- astronauts hanging by wires instead of free floating, evidence of green screens used for the "floating objects" they manipulate, etc. If there are actually people up there, none of that fakery would be needed... they would just give us real footage.
