Not sure if the tech is the same, but my guess is that they have a set of technologies that they keep in underground bases which the people are not aware of. I would assume that all of the history between cycles is kept in the Vatican Archives and that they iterate on and try to make the technology more believably "evolving" to try to keep the game stronger each time it resets.

The idea is that any soul who survives until the 7th cycle of the 7th great cycle is a perfect, masterful creation.
Supposedly, we are in the 5th great cycle nearing the end of it. So, the 6th great cycle begins next.
