Could very well have been a cop, but if he actually was a CI, it's highly unlikely. CI's are criminals that made a deal instead of jail. They relay to 'their' cop what they see / hear on the streets, as well as straight ratting on people.
Usually only see CI's being used in drug related cases
Couldn't they just look at voting records or just get campaign contribution lists? Maybe just get local militia registries ?
