If it's a "real" (i.e. not a false flag) event then civilians weren't the target, the messages broadcast by the van warned people to evacuate the area. If the target was AT&T then perhaps it was successful, as it caused massive outages, but that's only half of the story then as we don't know what the outages were useful for.
Maybe some security system used that AT&T site to broadcast to their owners?
Lets just say you have a bank. Right before you access the bank vault you knock out the communication between the native security system and the higher ups. You get in, steal what you want, and get out. A delayed alert giving you more time to escape.
Of course I doubt a bank robbery was the reason for this, but it's an idea of why it could have happened. Comms blackout giving someone time to take something of value and get away.
Yeah because if i wanted to kill someone with a bomb i would totally never try to lure them into the street it would be far better to leave them protected by building walls to absorb energy and schrapnel.

Word is that the AT&T building was hardened. A simple blast would not explain the resulting outages.
