Martial Law is where the military takes over civilian government to include civilian courts as well as implementing military law.
Insurrection Act allows the military to work WITH civilian systems and government. It will support local law enforcement not take over as law enforcement, although it can if necessary.

Life isn't black and white, it's nuanced. As the old saying goes: "It would take a Dictator to restore a Republic". If it was implemented to restore the Constitutional Republic and arrest and try the criminals, foreign and domestic, then I'd be all for it as an ultimate last resort.
