This is OSHA telling people that they may have received a placebo instead of a vaccine during a pandemic.
Why would people receive a placebo during a pandemic?

Here's some of the body of the MANDATE(not law, because it wouldn't pass constitutionality). However, I am going to abuse the shit out of it in ways that are going to hurt businesses that virtue signal their participation.
Administered as part of a clinical trial at a U.S. site, if the recipient is documented to have primary vaccination with the active (not placebo) COVID-19 vaccine candidate, for which vaccine efficacy has been independently confirmed (e.g., by a data and safety monitoring board) **or if the clinical trial participant at U.S. sites had received a COVID-19 vaccine that is neither approved nor authorized for use by FDA but is listed for emergency use by WHO; or
(ii) A person’s status 2 weeks after receiving the second dose of any combination of two doses of a COVID-19 vaccine that is approved or authorized by the FDA, or listed as a two-dose series by the WHO (i.e., a heterologous primary series of such vaccines, receiving doses of different COVID-19 vaccines as part of one primary series). The second dose of the series must not be received earlier than 17 days (21 days with a 4-day grace period) after the first dose.

Maybe this is a conspiracy, I don't know? What I know, when I go visit the sinking-ship I notice a whole lot of people messing up the context of many conspiracies, or just wrongly citing them. We need more of the people wanting to wake up to find a win-win solution. If you have that ability to get back on the sinking-ship, don't publicly inform users there, drop them a PM about win.ning. Just be sure you don't involve people that are not able to admit that they can be wrong about things.
The conspiracy is: There might be actors purposely misinforming the context of different conspiracies and leading people to shit sites that host re-wrote concepts.
One of those concepts that is being taken out of context is the "10 Stages of Genocide". One registrant is linking people to a shortened, but plagiarized version of the 10 Stages, calling it "The 8 stages to Genocide", where key factors of these steps being left out can lead the reader to not notice a few steps, leading them to not being prepared.
