Elites want the population to go DOWN.

So they cut the food supply as much as possible by attacking the fossil fuel industry, an industry that literally takes former life and feeds it back into the biosphere.

The ironic thing about this is the subservient natural peasants are selecting themselves out of the genepool. Those who do not comply but obediently go to the camps will follow them out of the genepool. The most likely group to survive would be highly coordinated, well-armed insurgents, exactly the sort of people who are being disarmed and discouraged from organizing and acting.
