That was always my initial take on Tartaria and it's the only real interpretation that holds up. Haven't looked into the Tartaria stuff since it began though, so I'm not current on it and definitely not decided.

It fits a better eschatology than the modern "world is ending any day," interpretation though and would be worth digging into if I had the time.

What is the "alt right?" From what I've seen, it's mostly a media created fake term that can apply to anyone you want it to apply to.

The answer would depend on who we're even talking about. If it's some fake attempt to discredit the right, like Richard Spencer, we all know why they'd be leading it.
