Because hospitals run at full capacity, regardless of COVID. They will always have 0-10% spare capacity, in 2020, in 2019, in 2018, etc. That is how they keep costs down.
If there is a spike and they need more beds, they can open it up and call in more people.
Saying they are overloaded because they've reached full capacity is extremely misleading.

The police officers walk right past the RV making comments "Thats so weird, its like something out of a movie... like the Verge?... yeah". They also make comments that "that building right next to it houses all the hardlines for phones throughout the southeast"
They then turn the corner and the RV explodes.
Also, for anyone trying to match up the picture to the google streetview, the image in this post appears to be taken from where the blue dumpster is inside the building. You can tell from the window pattern across the street and the edge of the bricks (that have that weird metal(?) cover over the edge).
The links aren't a complete list of codes, as there are a lot of custom ones for specific chemicals. But for a pipeline i'd think it was more likely to be a common chemical.
It could also be the "facility" is rated that way. I'm not sure how the signs on a side of a building (vs on the side of a gas tank) works as it might just be a warning to firefighters for the building as a whole.

This is a very odd NFPA code, because instability 2 is automatic when it chemically reacts to water. In order to be "1" it can only have a reaction under high heat. In otherwords combining W and instability 1 means it will react to water, but only when there is high heat.

It was a fairly "clean" explosion. I think it could have been some explosion generated EMP directed at the complex nextdoor.
If the goal was to destroy that facility, they didn't do a very good job. But if it was to instead knock out or permanently damage the electronics inside, this makes sense.

There was a warning message sent out to evacuate before the bomb went off. Not a whole lot of details yet as this is a developing story. Apparently the warning message was being broadcast by the RV that blew up.
I was a long time democrat voter and always believed that lie "the news has a left leaning bias". In 2016 I was a heavy Bernie supporter. Then I saw the massive fake news operation used against Bernie. I saw the massive online shill campaigns. Then I saw the exact same thing done against Trump.
